In the context of poor ability of the people living in the disaster prone south-western coastal region to be enlightened through making their access to multiple educational facilities and programmes other than government operated formal educational institutions, a group of liked minded local citizens came together with Uttaran and decided that the citizens of the region needed a library; a place where people could come to read books and newspapers to enlighten themselves. The specific activities:
Book lending;

- Internet usage and services;
- User computer training and
- Book reading competition.
